A step, not a page.
Order the steps and the pages follow. Change the page size and every step is laid out again — the same document is an A4 manual and a square post.
The action picks the arrow.
Straight for insert and push, curved for place, a turning arc for rotate, and a crease with a hollow head for fold.
One style for the whole document.
Change the arrow weight once and every arrow on every page follows. Grey pictures and one colour for the actions, by default.
